There isn’t anything physical or mental that is making your head move. It is simply a bad habit. A lot of golfers can not hang around to see their shot, which in a lot of instances results in their head lifting too soon.
Take dozens of practice swings, very slowly, keeping the head down. Slowly pick up the rate of the swing doing a couple of dozen after each boost in rate. After you’ve gotten the speed up and feel relaxed, go to a driving range and start hitting balls. Think of it this way. The swing isn’t finished until you’ve followed through. Lifting your head becomes part of the swing. Simply concentrate on keeping your head down, do not fret about the outcome of the shot.
